【특별기고-박중록】 전재수 부산시장은 낙동강하구의 세계자연유산 등재를 선언해야 합니다

제48차 유네스코 세계유산위원회가 열리는 부산에서, 인류 공동의 유산을 어떻게 지키고 미래세대에 물려줄 것인가에 대한 깊은 논의가 이어지고 있습니다. 세계유산위원회를 유치한 것은 부산에 더없는 영광입니다. 그러나 매끄러운 행사 진행과 화려한 환영 행사만으로 개최도시의 책무를 다했다고 볼 수는 없습니다. 세계유산을 논하는 도시라면 마땅히 자신이 품고 있는 유산을 어떠한 태도로 대하고 있는지 스스로 돌아보아야 합니다.

전재수 신임 시장에 대한 기대와 시민의 염원

지난 6월 3일, 부산시민은 변화를 선택했습니다. 시민들이 바란 변화는 단순한 정권 교체를 넘어, ‘노인과 아파트’만 남았다는 자조를 딛고 청년들이 살고 싶은 지속가능한 도시, 자연과 상생하는 도시로 체질을 개선하라는 엄중한 요구입니다.

그동안 부산의 산과 바다, 강을 개발의 대상으로만 여겨온 시정에서 벗어나, 시민들은 민주당 소속 전재수 시장에게 다른 철학과 행동을 기대하고 있습니다. 민주당은 이미 2024년 총선을 앞두고 시민사회와 ‘낙동강 하구 핵심 갯벌의 세계자연유산 등재’를 약속하는 정책협약을 체결한 바 있습니다. 당시 밝힌 바와 같이, 이미 보호구역으로 지정된 핵심 갯벌을 중심으로 한 세계유산 추진은 충분히 가능한 과제입니다.

정책협약은 선거용 구호가 아닌 시민과의 공적인 약속입니다. 세계유산위원회가 부산에서 열리는 바로 지금, 전재수 시장은 “부산이 달라진다”는 분명한 메시지를 던져야 합니다. 그 가장 확실한 선언이 바로 낙동강 하구 핵심 갯벌과 을숙도의 세계자연유산 등재 추진입니다.

세계가 기다리는 한국의 대표 하구, 낙동강하구

2021년 ‘한국의 갯벌’이 세계자연유산으로 등재될 당시, 유네스코는 핵심 갯벌의 유산적 완결성을 높이기 위해 2단계 추가 등재를 권고했습니다. 그러나 현재 진행 중인 2단계 추진 대상에서도 낙동강 하구, 한강 하구, 인천 갯벌 등 핵심 거점들이 빠져 있습니다.

과거 ‘동양 최대의 철새도래지’였던 낙동강 하구는 지금도 8,700여 헥타르(ha)의 보호구역과 넓은 갯벌, 갈대밭, 모래섬을 품은 대한민국 대표 하구 습지입니다. 동아시아·대양주 철새이동경로(EAAF)의 핵심 서식지로서 국제적 가치 또한 이미 공인받았습니다. 낙동강 하구의 추가 등재는 ‘한국의 갯벌’ 유산의 완결성을 완성하고 지구적 생태 보전에 기여하는 일이기에 국제사회 역시 부산시의 결단을 고대하고 있습니다.

반면, 박형준 전 시정이 추진해 온 피란수도 유산 등재는 역사의 보편적 가치를 증명해 나가는 단계로 최종 등재까지는 시간이 필요합니다. 등재 여부가 불확실한 문화유산에만 행정력을 쏟으면서, 이미 세계적 가치가 명확히 입증된 자연유산을 외면하는 것은 개최도시로서의 한계를 스스로 드러내는 일입니다.

개발과의 충돌은 오해, 도시의 가치를 높이는 세계유산

개발과의 충돌을 우려해 등재를 주저하는 것은 오해에서 비롯된 것입니다. 이미 국가자연유산 및 습지보호지역으로 지정되어 개발 계획이 없는 핵심 공유수면만을 대상으로 추진하기 때문에, 도시 개발계획에는 아무런 차질을 주지 않습니다. 습지보전법은 개인의 재산권을 침해하지 않으며 어민의 어업활동을 제한하기는커녕 오히려 지원을 규정하고 있습니다.

세계유산은 발전을 막는 걸림돌이 아니라, 도시의 품격을 올리는 세계 최고의 브랜드입니다. 유네스코에 따르면 잘 관리된 세계유산은 지역 투자를 유도하고 지속가능한 녹색 일자리를 창출하며, 고품격 생태관광을 촉진합니다.

독일·네덜란드·덴마크의 와덴해 갯벌: 매년 1,000만 명 이상의 방문객과 연간 30억~50억 유로 규모의 관광 매출을 기록하며 보전과 경제의 완벽한 조화를 보여줍니다.

해외 세계자연유산 사례: 베트남 하롱베이(6.4배), 일본 야쿠시마(3배), 중국 장가계(8배) 등 등재 후 방문객 수가 비약적으로 증가했습니다.

매년 3,000마리의 큰고니(백조)가 찾아오는 대도시는 세계 어디에서도 찾아보기 어렵습니다. 낙동강 하구의 세계유산 등재는 부산을 도시와 자연이 어우러진 글로벌 해양문화관광도시로 탈바꿈시킬 최고의 자산입니다.

미래세대를 위한 기성세대의 책임, 지금 선언해야 합니다

세계유산위원회는 오는 29일 막을 내립니다. 이번 회의가 부산에 단순한 행사로 기억될지, 아니면 도시의 대전환을 이룬 역사적 순간으로 기억될지는 전재수 시장의 결단에 달려 있습니다.

낙동강 하구를 세계자연유산으로 등재하겠다는 선언은 시민과의 약속을 지키는 길이자, 난개발 도시라는 오명을 벗고 친환경 명품 도시로 나아가는 이정표가 될 것입니다. 우리 아이들이 낙동강 하구를 노니는 3000마리 백조의 장관을 앞으로도 계속 누릴 수 있도록, 전재수 부산시장의 당당하고 역사적인 결단을 기대합니다.

Mayor Jun Jae-soo Should Declare the Nakdong River Estuary a UNESCO World Natural Heritage Site

In Busan, the host city of the 48th UNESCO World Heritage Committee session, profound discussions are taking place on how to protect humanity’s shared heritage and pass it down to future generations. Hosting the World Heritage Committee is an immense honor for Busan. However, smooth event management and glamorous welcoming receptions alone do not fulfill the host city's responsibilities. A city discussing world heritage must first reflect on how it treats the precious heritage within its own boundaries.

Expectations for New Mayor Jun Jae-soo and the Demands of Citizens

On June 3, the citizens of Busan chose change. The transformation sought by the public extends far beyond a simple political shift. It is a strict mandate to overcome the self-deprecating reality of a city filled only with "aging populations and high-rise apartments," and to transform Busan into a sustainable, eco-friendly city where the youth wish to live in harmony with nature.

Shifting away from past municipal administrations that treated Busan’s mountains, seas, and rivers merely as objects of commercial development, citizens expect Mayor Jun Jae-soo of the Democratic Party to demonstrate a different philosophy and concrete action. Leading up to the 2024 general election, the Democratic Party signed a public policy agreement with civil society promising to pursue UNESCO World Natural Heritage listing for the core tidal flats of the Nakdong River Estuary. As stated at the time, advancing World Heritage inscription focusing on core tidal flats that are already designated conservation zones is a fully achievable task.

A policy agreement is not a temporary campaign slogan; it is a public covenant between citizens and a political party. Right now, as the World Heritage Committee convenes in Busan, Mayor Jun Jae-soo must send a definitive message: "Busan is changing." The most unequivocal declaration of this change is declaring the commitment to pursue UNESCO World Natural Heritage listing for Eulsukdo Island and the core tidal flats of the Nakdong River Estuary.

The Nakdong River Estuary: A Representative Korean Wetland Awaited by the World

When "Getbol, Korean Tidal Flats" was inscribed as a World Natural Heritage site in 2021, UNESCO recommended a Phase II extension to enhance the integrity of these critical tidal flats. However, the Phase II expansion currently underway still omits key coastal hubs such as the Nakdong River Estuary, the Han River Estuary, and the Incheon Tidal Flats.

Once renowned as "the Orient's largest sanctuary for migratory birds," the Nakdong River Estuary remains Korea's premier estuarine wetland, encompassing over 8,700 hectares of protected area alongside vast mudflats, reed beds, and sandbars. Its international value is well recognized, serving as a critical habitat along the East Asian-Australasian Flyway (EAAF)—one of the core justifications for the World Heritage listing of Korean tidal flats. Adding the Nakdong River Estuary would complete the integrity of the "Getbol, Korean Tidal Flats" heritage site and significantly contribute to global ecological conservation. The international community eagerly awaits Busan’s decisive commitment.

Conversely, the inscription of the "Provisional Capital Busan Heritage," pursued by the former Park Heong-joon administration, is still in the process of proving its universal historical value, and final inscription remains uncertain. Focusing administrative resources solely on cultural heritage with uncertain outcomes while ignoring natural heritage whose global ecological value is already clear only highlights the host city's limitations to the world.

Resolving Misconceptions: World Heritage Elevates City Value Without Hindering Development

Hesitation due to fears of conflict with urban development stems from a misunderstanding. Because the proposal targets only core public waters that are already designated as National Natural Monuments and Wetland Protected Areas where no development plans exist, it poses zero disruption to urban development plans. The Wetlands Conservation Act does not infringe upon private property rights; it applies solely to public waters and explicitly supports, rather than restricts, local fishing activities.

World Heritage status is not an obstacle to development; it is a premier global brand that elevates a city’s prestige. According to UNESCO, well-managed World Heritage sites attract regional investment, create sustainable green jobs, and promote high-value eco-tourism.

The Wadden Sea Tidal Flats (Germany, Netherlands, Denmark): Attracting over 10 million visitors and generating €3 billion to €5 billion annually in tourism revenues, demonstrating a seamless harmony between conservation and economic vitality.

Global World Natural Heritage Successes: Visitor numbers surged dramatically post-inscription in locations such as Ha Long Bay, Vietnam (6.4-fold increase), Yakushima, Japan (3-fold), and Zhangjiajie, China (8-fold).

It is virtually impossible to find another major global metropolis where 3,000 whooper swans visit annually. Inscribing the Nakdong River Estuary as a World Heritage site is the ultimate asset to transform Busan into a global marine, cultural, and eco-tourism destination where urban life and natural ecosystems coexist seamlessly.

The Duty of Present Generations to Future Generations: Declare It Now

The World Heritage Committee session concludes on July 29. Whether this gathering is remembered in Busan as a passing event or as a historic turning point for urban transformation depends entirely on Mayor Jun Jae-soo’s decision.

Declaring the pursuit of World Natural Heritage status for the Nakdong River Estuary means keeping a public promise with citizens, shedding the stigma of a city plagued by reckless development, and setting a milestone toward becoming a world-class, eco-friendly city. To ensure our children can continue to marvel at the spectacle of 3,000 swans gathering at the Nakdong River Estuary, we eagerly await a bold and historic decision from Mayor Jun Jae-soo of Busan.
