Please join the petition to conserve the Nakdong River Estuary in South Korea 

 

 

Dear members of WWN, all our hardworking wetland conservationists and nature lovers,,

 

The Nakdong River Estuary is one of the most representative wetlands in South Korea. The estuary is so important that it was designated as a Natural Monument as early as in 1966, when the value of wetland conservation was not so well recognized by the general public. Now, the estuary is protected by five different laws, such as the Wetlands Conservation Act by the Korean government. It is also one of network sites of the East Asian-Australasian Flyway Partnership.

 

The Nakdong River Estuary is an important habitat for many internationally endangered bird species. Spoon-billed Sandpipers, Nordmann's Greenshanks, Chinese Egrets, Black-faced Spoonbills, Saunders' Gulls, and Steller's Sea Eagles are found here regularly. Especially, about three to four thousand Whooper Swans (about 75% of the total wintering population found in country) spend winter here.

It used to be one of the most important breeding sites for Little Terns in East Asia, with an average of 3,000 to 4,000 birds visiting annually. However, due to the continued development and disturbance in the Nakdong River Estuary, the breeding population of Little Terns has completely disappeared since 2010.

 

Even in this situation, the Busan Municipal Government has been planning to build more than the existing 10 bridges across the Nakdong River Estuary. According to the plans, the Daejeo Bridge, the Eomgung Bridge and the Jangnak Bridge will penetrate the core area of wintering sites of Whooper Swans. The area is so important not only for the Whooper Swans, but also for the whole ecosystem of the estuary.

 

Knowing the urgency of this issue, we, the Korea Wetland NGO Network (KWNN), has made efforts to protect the Estuary by organizing the Korea Civil Society Network for Nakdong River Estuary Conservation (KCNN) with 65 nationwide NGOs. Due to the efforts of the conservation NGOs to protect the estuary, the Ministry of Environment (Nakdong River Basin Environmental Office) rejected the Environmental Impact Assessment for the Daejeo Bridge construction in June 2020. And the Environmental Office, the Busan Municipal Government and conservation NGOs have agreed to a joint survey on the planned sites, especially on wintering Whooper Swan population and other endangered bird species from December 2020 to March 2021.

 

After the joint survey, the survey team submitted results of the survey and an opinion letter to the Environmental Office which stated that (1) there have been increased disturbance for the birds during the winter, (2) the planned site for the Daejeo Bridge has proved to be an important site for wintering Whooper Swans, and (3) the construction of the bridge will impact the wintering of the birds. Based on this letter and survey data of the joint survey team, the Environmental Office will make the final decision, probably in June, to approve the construction of the planned bridge or not.

 

Despite the belief that the South Korean government and its Environmental Office will make a wise decision on the matter, we still encourage them to move forward to the right direction. Therefore, we are asking you to join the petition below to urge the South Korean government to make a right decision to conserve the important wetland.

こんにちは、SPOON事務局の中村、所谷です。現在、韓国では釜山市の洛東江(ナクトンガン)河口への新しい橋、テジョ大橋の建設計画の見直しを求める運動が起こっています。今日は、この運動を日本から応援しているSPOON会員の柏木さんにお話を伺い、この問題についてお伝えし、明日は、韓国で運動を牽引するパク・チュンロク先生からのコメントを紹介します。

 

 

 

안녕하세요 SPOON 사무국의 나카무라와 도코로다니입니다. 현재, 부산 낙동강 하구에 건설될 예정인 새 교량, 대저대교 건설계획 재고를 요구하는 운동이전개되고 있습니다. 오늘은 일본에서 이 운동에 힘을 보태고 계시는 SPOON 회원 카시와기 씨와의 인터뷰를 통해 이 문제에 대해 알려드리고, 내일은 한국에서 운동을 이끌고 계신 박중록 선생님의 코멘트를 소개하겠습니다.

 

 

 

Hello, everyone. This is Nakamura and Tokorotani from SPOON. Currently, there is a movement calling for a review of the construction plan of the Taejo Bridge, a new bridge to the mouth of the Nakdong River in Busan, Korea. We will hear from SPOON members Ms. Matsumoto and Mr. Kashiwagi, who are supporting this movement from Japan, and report on this issue.

 

I will tell you more about this issue after hearing from SPOON members, Mr. Matsumoto and Mr. Kashiwagi, who are supporting this movement from Japan.

 

 

 

大家好,我們是來自SPOON的中村和所谷。現在韓國釜山市洛東江的入海口即將建設全新的大橋——大渚大橋。針對大橋,人們正在發起運動要求修改建設方案。今天我們將採訪在日本支持這一運動的柏木先生關於運動所針對的問題。明天我們將介紹在韓國推動這一運動的Park June-log先生所帶來的消息。

 

洛東江は韓国の代表的な湿地であり、東アジア・オーストラリア地域フライウェイ・パートナーシップ(EAAFP)の一つです。絶滅の危機にある多くの鳥、例えばヘラシギやカラフトアオアシシギ、カラシラサギやオオワシ、そしてクロツラヘラサギが訪れる重要な生息地となっています。

 

 

 

낙동강은 한국의 대표적인 습지이자 동아시아-대양주 이동경로 파트너십 (EAAFP) 네트워크에 가입되어 있는 곳입니다. 멸종위기에 처해 있는 많은 새들, 예를 들면 노랑부리저어새, 청다리도요, 노랑부리백로, 참수리, 그리고 저어새들이 찾아오는 중요한 서식지입니다.

 

 

 

Nakdong River is Korea's representative wetland and one of the East Asia-Australia Regional Flyway Partnership (EAAFP).

 

It is an important habitat for many endangered birds, such as Spoon-billed Sandpipers, Nordmann's Greenshanks, Chinese Egrets, Steller's Sea Eagles, and Black-faced Spoonbills.

 

 

 

洛東江是韓國非常具有代表性的濕地,並且位於東亞-澳大利亞飛行路線上。是對於勺嘴鷸,諾氏鷸, 唐白鷺,虎頭海鵰以及黑面琵鷺等瀕危鳥類來說,非常重要的一塊棲息地

中でも、オオハクチョウは韓国国内の越冬個体数の約75%がこの場所で冬を越します。このオオハクチョウの越冬地の中心的な部分を、テジョ大橋の建設予定ルートが通り抜けることが強く懸念されています。

 

 

 

그 중에서도 큰고니의 국내 월동 개체수의 약 75%가 이곳에서 겨울을 납니다. 큰고니의 월동지의 한폭판을 대조대교 건설 예정 루트가 통과할 것으로 우려되고 있습니다.

 

 

 

Especially, about 75% of the wintering population of whooper swans in Korea spend their winter here.There is a strong concern that the proposed route of the Tejo Bridge will penetrate the core area of wintering sites of Whooper Swans.

 

 

 

於韓國國內越冬的75%黃嘴天鵝也在這塊地區越冬。這次大渚大橋的建設,會穿過黃嘴天鵝越冬地區的核心區域。

 

 

 


 

 

そこで、2020年12月から2021年3月にかけて、洛東江河口保全のための韓国市民社会ネットワーク(KCNN)が、計画地・特に越冬中のオオハクチョウの個体数やその他の絶滅危惧種の鳥類について調査を行い、結果を環境庁に提出しました。また、KCNNを65のNGOとともに組織した韓国湿地NGOネットワーク(KWNN)は、韓国だけでなく日本からも国際的に重要な洛東江河口の湿地を保全してほしいと請願する署名を集めました。

 

 

 

그래서 2020년 12월부터 2021년 3월에 걸쳐 낙동강 하구보전을 위한 한국시민사회네트워크(KCNN)가 건설 예정지 내 월동 중인 큰고니 개체 수와 기타멸종위기종 조류에 대한 조사를 실시하여 결과를 환경청에 제출했습니다. 또한 KCNN을 포함한 65개 NGO와 함께 조직한 한국습지NGO네트워크(KWNN)는 국제적으로 중요한 낙동강 하구의 습지를 보전해 달라고 청원하는 서명을 한국 뿐만 아니라 일본으로부터도 받았습니다.

 

 

 

Therefore, from December 2020 to March 2021, the Korea Civil Society Network for Nakdong River Estuary Conservation (KCNN) conducted a survey on the planned sites, especially on wintering Whooper Swan population and other endangered bird species from December 2020 to March 2021 and submitted results of the survey and an opinion letter to the Environmental Office. In addition, the Korea Wetland NGO Network (KWNN), which organized KCNN with 65 other NGOs, collected signatures from Japan as well as Korea to review the construction of the Tejo Bridge.

 

 

 

在2020年12月到2021年3月期間,“韓國市民社會網絡(KCNN)”市民團隊為了促進洛東江入海口的環境保護,進行了越冬中黃嘴天鵝以及其他瀕危鳥類的調查,並且將結果提交至環境部門。同時,KCNN與其他65個NGO團隊結成“韓國濕地NGO網絡(KWNN)”,不僅在韓國更在日本等地徵集保護洛東江入海口濕地的署名。

 

 

 


 

 

その結果、環境庁は橋の建設がオオハクチョウなどの生息に影響を与えることを認め、釜山市にテジョ大橋建設計画の見直しを要請しました。釜山市がこれほど大きな修正要請を受けるのは初めてです。しかしその後示された代替案の4つのうち2つは、既存案よりもさらに悪い内容を含んでいました。

 

 

 

그 결과 환경청은 다리 건설이 큰고니 등의 서식에 영향을 미친다고 인정하고 부산시에 대조대교 건설 계획을 재검토해 줄 것을 요청했습니다. 부산시가 이렇게 큰 수정 요청을 받는 것은 처음입니다. 하지만 그 뒤에 제시된 대안 4개 중 2개는 기존 안보다 더 나쁜 내용을 담고 있었습니다.

 

 

 

As a result, the MOE admitted that the Busan bridge construction plan would affect the habitat of whooper swans and other species, and requested that Busan City revise its plan. This is the first time that Busan City has received such a large request for revision. However, two of the four alternative plans presented to the city later contained even worse content than the existing plan.

 

 

 

環境部門承認大橋的建設會給黃嘴天鵝的生存帶來影響,並且責令釜山市更改大渚大橋的建設方案。這是釜山市第一次被要求大規模更改建設計畫。但是之後給出的四個替代案的其中兩個,比最初的方案帶來更不良的環境影響。

 

 


 

 

そこで次は、KCNNの提案した、最も経済的で交通問題を迅速に解決する最適案を釜山市に選ばせるために新たに汎市民運動本部が組織されました。現在は、洛東江河口を守るということを越え、なぜ持続可能な社会へ向かわなければならないのかをともに理解し、進むことを目的に活動されています。

クロツラヘラサギも訪れる重要なこの湿地の動向を注意深く見守りたいと思います。

그래서 이번에는 KCNN이 제안한 가장 경제적이고 교통문제를 신속하게 해결할 최적안을 부산시로 하여금 선정하도록 하기 위해 새롭게 범시민운동본부가조직되었습니다. 현재는 낙동강 하구를 지키는 것을 넘어 왜 지속가능한 사회로 나아가야 하는지를 함께 이해하고 나아가는 것을 목적으로 활동하고 있습니다.

저어새도 찾아오는 중요한 이 습지의 동향을 살펴보도록 하겠습니다.

Therefore, a new pan-citizen movement is being organized to force Busan City to choose the best plan proposed by KCNN, which is the most economical and quickest way to solve the traffic problem. Currently, they are working together to understand why we need to move towards a sustainable society beyond protecting the Nakdong River estuary.

We would like to keep a close watch on this important wetland, which is also visited by the Black-faced Spoonbills.

同時KCNN成立了全新的全市民運動本部,以能夠向釜山市提案最經濟最快速的解決方法——解決交通問題並得到採納。現在,活動的目的不只是守護洛東江入海口,更是希望促進大家理解轉變為持續可能社會的必要性。

這是對黑面琵鷺也非常重要的濕地,我們將會持續關注這一運動的去向。

이렇게 일이 닥치고 보니 벗님들의 소중함을 다시 한 번 실감합니다.

낙동강하구 보전 청원을 도와 주십사 해서 연락을 드립니다.

 

잘 아시는 것처럼 낙동강하구는 일찌기 환경과 습지의 가치를 잘 모르던 1966년에 한국 정부가 이 지역은 잘 지켜 후손에게 전해야 한다고 문화재보호구역으로 지정한 지역입니다. 이 지역은 철새도래지로 천연기념물(179)로 지정된 지역이며, 습지보호지역(한국 최초 지정지역) 등으로 우리 정부가 중복 지정해 보호하는 지역이며, 국제적으로 가장 심각한 멸종위기에 처한(CR) 넓적부리도요의 정기적인 중간기착지이자 청다리도요사촌, 노랑부리백로, 저어새, 참수리, 매와 같은 멸종위기에 처한 새들의 서식지로 중요하게 기능하는 지역입니다. 특히 우리나라에 도래하는 큰고니 개체군의 70% 이상인 년 평균 3~4천 마리가 월동하는 지역이며, 쇠제비갈매기의 동아시아 최고 번식지의 하나로 년 평균 3~4천마리가 도래하던 지역입니다. 그러나 낙동강하구 일원의 계속된 개발로 2010년 이후 쇠제비갈매기 번식 개체군은 완전히 사라졌고, 큰고니 월동 개체군 역시 1천 마리대로 감소하는 추세를 보이고 있습니다.

 

이런 상황에서 부산시는 큰고니의 월동에 특히 중요한 역할을 하는 3 지역을 포함하여 자그마치 10개의 교량 건설을 낙동강하구 보호구역에서 추진하고 있습니다. 이 중 특히 대저대교, 엄궁대교, 장락대교는 보호구역 기능 유지에 핵심적 역할을 하는 지역을 관통합니다.

 

이 문제의 중요성을 인식하여 현재 국내 65개 단체가 연대하여 낙동강하구지키기전국시민행동()을 결성하여 이 지역 보전을 위해 노력하고 있습니다. 이러한 노력의 결과로 정부도 이 지역의 중요성을 고려하여 기존의 환경영향평가서를 반려하고 정확한 환경영향평가를 위해 큰고니의 월동기간인 202012월 부터 3월까지 민관공동으로 큰고니와 멸종위기종의 서식 실태를 조사하였습니다.

 

공동조사 결과, 조사위원들은 1) 월동기간 심한 교란이 있었으며, 2) 다리 건설 예정지가 큰고니의 주 서식지로 기능하고 있으며, 3) 교량 건설은 큰고니의 서식에 영향을 미치게 된다는 종합의견과 조사 결과를 지난달 환경청에 전달하였습니다. 이 의견과 조사 결과를 바탕으로 환경청은 6월중 최종 결정을 내릴 것으로 예상됩니다.

 

정부가 현명한 결정을 내릴 것이라 기대함에도, 우리 사회에서 여전히 환경 관련 부서의 힘은 약하고 개발부서의 힘은 강고합니다. 여러분의 청원으로 더 이상 우리 생존의 토대, 자연이 사라지지 않도록 함께 힘을 더해 주시기 바랍니다.
